Crawford Long, a UPenn trained physician operating in Georgia, was the first to use sedation in the Western hemisphere. He was using ether during procedures as early as 1842 as evidenced by a bill he produced from that time and sworn testimony of his patients.
The problem with chloroform anesthesia is that it needs to be titrated with air/oxygen (to prevent hypoxia). Dr. Otto Roth, a German surgeon, in collaboration with Heinrich Dräger (whose company still exists today) developed an anesthesia machine using chloroform anesthesia.
