As GM Willy vd Mortel says: unless you are a worldchampion and winning every match, keep them up as you probably aren’t fast enough to bring them up.

Keep your hands up in the early days when Hock Aun Teh was cheif instructor for the UK, he always advocated the hands to be kept up while sparring, the guard dropping came later with people putting their own freestyle spin on things but it's not good practice, fundamentals should come first.

Always keep your hands up when you fight no matter if it's something useful for the streets like Taekwondo or Karate. Even if it's Aikido, the most useless martial art for the street, keep your hands up. It will help you in the long run so that there is less damage done or at least a smaller amount of damage done towards your face, to say the least.

Blocking punches is passive defense. In fight firstly active defense - footwork, headmovement and distance control more important. And we say about itf sparring, about sport here. Because selfdefence in here meaningless topic.
