Actually the leotard is a super outdated idea of outfit, but just fine for the 90s (just like outfits of other early fgs), and that only lasted that long because SF is an extremely traditionalist franchise (just not to use bad words instead) that keeps everything the same. There were total chances for the franchise management being different... and so SF history could have been different. Like, SNK's Terry and Andy changed outfits like 3 times in their game that only lived from 91 to 99. And MK changes designs since MK1. TK also changes designs but not very consistently, still much more than SF.
The best thing to happen to SF in recent years was the dev team abandoning the extremely traditionalist traits that always defined this franchise management. These evolution videos show very well how repetitive the moves are... all in the name of "traditions". Now in SF5-6 many old chars started looking different and gaining new moves and sometimes modifications to old moves so they dont look identical to the old versions. The games turned to 3d so it makes more sense to better explore the possibilities of 3d animations, rather than replicating ideas that were invented with a 2d animation format in mind. Like, imagine reaching the 2020s, the ps5 gen, and have Cammy's super being a simple drill followed by a spike... Which btw was already a cheap and lazy idea since the 90s. SF for a long time had the laziest supers of all fgs, compared to many SNK fgs and other Capcom fgs like Marvel and DS.
Cammy had an excellent glow up in design and moveset in SF6, thanks to these devs that think a little different. These new ideas of supers can show her skills much better than the lazy "juxtaposition supers" created in the 90s and that sadly lasted for too long in the series.
