Najib's lawyer tried to pretend he doesn't know the correct procedure for a pardon , by just mentioning and show the addendum , but never mention the event on how the addendum was issued.
Someone already explain this might be the scenario. In order for ANY pardon , the Pardon Board MUST sits in the meeting with the AGONG , and decisions are made. The minutes of the meeting with the Pardon Board letter did not mention ANY house arrest. So the reduction in duration and fine amount were announced last year. Later the AGONG issued the addendum and immediately step down , without attending a Pardon Board meeting to confirm the addendum. So the question is , is the addendum valid WITHOUT a Pardon Board meeting with the AGONG ? The Law is very clear in this ,that is , decision is made INSIDE the meeting with the Pardon Board and AGONG. That might be the reason why our current AGONG came out yesterday and "titah" that only the Board meeting with his PRESENCE can made decision concerning any pardon ( inclusive of house arrest term ? )
Any additional decision should be heard by the board in the presence of YDP Agong as chairman. If the previous Agong had ended his term, the new Agong would chair the meeting. This is an open discussion. Correct me if I'm wrong.
