@@blitzwolfe7875: They're fuel tanks. BUT, ... they would pump in seawater atop the thick Bunker C fuel oil to maintain ballast. So, both would have been in there at various times. And, yes, those tanks' outer skin is the actual skin of the ship.
@@blitzwolfe7875: Both. Those pipes are used to drain and/or fill the tanks, depending on the pipe. The ones that look like radiator coils are used to heat the thick Bunker C to a more liquefied, fluid state.
