She has no chance against ranged champions, no CC, no mobility. She has only the E - R kit that helps her to survive. If she doesn't hit the E, almost every fight is lost. Maybe the lower elo is the problem, because few have experience to play against her. The higher elo, on the other hand, is hard for her. A nerf would not be justified. Current rank: D1.
