    When Gotham Bay is plagued by a mysterious toxin, boatloads of fish are turning up with a grotesque disfigurement: The trademarked Joker perma-smile. Batman -- working alone again -- is energized to be back on the Joker's trail, and soon learns that a binary compound of the toxin can affect humans, too. Written by Paul Dini and based on comic book stories written by Dennis O'Neil and Steve Englehart, "The Laughing Fish" episode of Batman: The Animated Series packs the kind of action and adventure the show is known for. How can you not love a shark wrestling scene?

    The way the joker behaves does seem to be most consistent with Borderline, even when the writers are borrowing traits from other Batman villains to add to his "Complexity" and rendering the other villains completely pointless just to milk all the profit they can from the joker's popularity and (One 40 min rant later, and I'm not kidding when I say that).
    Also, I always thought that part where Batman says "If I got in this easy, so will the Joker", he was actually criticising the police (particularly Bullock) for being incompetent. I think he had an intentionally bad and obvious disguise that the Police still didn't notice, and he pretty much states that the Joker wouldn't need to put in Batman's level of effort to outmanoeuvre the police.
    So I reckon he's technically not holding the Joker to a high standard, and definitely not saying the Joker is better.
