Elizabeth actually wanted to restore Edward VI's church, which was headed by the Archbishop of Canterbury, not Henry VIII's church. Henry VIII wanted to ban Catholicism totally and placed himself as head of the Church of England.
The Catholic Church teaches that masculinity was integral to the personhood of both Jesus and the men he called as apostles. For this reason the Church neither allows nor accepts the ordination of women as priests or deacons though there are efforts to change the Church position on both issues.
