Sad to see this dog hurt it’s tail, but I don’t believe that the guardians wanted to protect and not outcast the mother dog while it was raising the puppies.
Hopefully the mother dog will get better and calm down. The guardians know that they wanted to protect the mother dog, but led to the OCD behavior of biting the tail.

The children are crying. They are feeling mama's stress. Mother is a good mama. The children need to be removed temporarily from their mother. Mama is stressed. Mama needs to get out of the warehouse. Emotionally, she needs help and therapy. If she was abused, in addition to being traumatized, she needs love and medical attention along with people who can love her emotionally so that she can heal. Her mental illness is affecting her parenting skills and her children will follow the same way if mom doesn't get help. Josie
