He works fine, but he gets stronger with every NP level so you’ll eventually want to NP5 him. Easiest way is to roll the Extra banner during Class-Based Summons, since he has a 40% chance there
Not for the damage since his stats are a bit too low for that (compared to Gold servants which kinda forces silvers to rely on NP5) but as a Support, he should do fine regardless of NP level. You can't scoff at 10 Crit stars per turn.
I Have a question for some reason I cant unlock the CQ I did all quests and almost whiped out the store but for some reasons CQ is still in dark color and cant get on it

In theory, his attack at level 90 is that of a low 5*/high 4* so he should deal acceptable damage, but since he's easy to NP5 in the future, you should make sure you take advantage of that.

If you roll the extra class banner next GSSR there's a high chance you'll get him NP5 cause he's the only extra class 3*
