At 9:10 that's just Bethesda not understanding how dead bodies age. I'm mostly a fallout player and they do a horrible job of this in fo4. The worst example is the Ex MM general in the castles basement. He's a full body meat clothes and all but yet Ronnie shaw says he's been dead 40 years. I don't play Skyrim so I got no other examples from Skyrim but y'all get my point lol. Bethesda doesn't seem to be able to believably stage bodies that have been dead for a long time.

There is a trigger point as well that a Thalmor Judicier and 2 Thalmor soldiers spawn there and respawn.
