From what it looks it's not too op but a buff honestly worthy as in it's current state fresh bat only works againts stuff like bonewalker that are hp based characters, since it's gonna probably take full freshness bar to throw the bomb and the bomb won't collide with the map environment only exploding after 1. Colliding with a sans player and 2. Traveling long enough distance it won't be too op, i also think the bomb will deal 1/2 of the normal bombs stamina damage at most

Yeah this weapon will be op if the bomb literally deals the same stamina damage as if it is just on the ground.
