Maida is much finer, there are more ‘pieces of grain’ for the same given volume thereby giving a much larger surface area.
Try it out yourself.
Ek cup ata aur ek cup maida ka dough banaiye with same amount of water and feel the consistency after the dough has settled - in about 15 minutes.
