This is how I would've worded the card. It would essentially have been double spell. "When your opponent activates a spell card you may negate that card and you may use it as your own without paying its activation cost."

It's too situational to main deck. You have to side it and hope your opponent plays blue eyes or monarchs. However, that said... if you get this to go off against desires your opponent will cry and maybe move to scoop phase.
so, if my opponent activates allure of darkness and I chain this card, do I need to banish a dark monster? or does my opponent?
You do, as it's part of the effect.
Allure of Darkness, if you play a dark deck.
Igknight Reload, if you are playing a pendulum deck.

Idk if there's a list, but you can compare the cards in works against at 1:06 to the meta, and see anything that lines up, like Cimoooooooo said, blue-eyes and their draw power are a perfect example.
I dont see why this card isn't being played yet. We have cards like upstart, pantheism, pot of desires, and other cards that mystical rafpanel can stop. I think even with the confusing as hell effect it has serious potential. Plus who doesn't like flipping rafpanel on someone after they activate desires.
Also Card of Demise anyone? You draw three, but your opponent can't special, inflict damage, and lose cards out of their hand if they have any left at the end phase.

the Problem With the card is why should I side this card if i could side anti spell or lightmirror yeah I make +1 cool but he still can run over me and at the main this card just block your hand/field another thing is that if you go second you see how he use all draw cards the you set it and have to wait for the next card way to slow for the meta

could you refpanel the monarchs stormforth? it lets a player take an action.
You cannot chain Refpanel to Stormforth, because it affects the monsters on the field, not the player.

Ruling question: if a player activates wavering eyes for 4, can the other player chain refpanel? and if yes, what would happen? the burn damage would be "reflected" and the other effects would resolve normally?

Are you sure the card works on Pot of Duality? Because Duality says "add one to your hand" while on konami's statement it only says when your opponent draws a card. Don't think it works on Duality then.
So, Pot of Duality is weird, and it's been ruled that Refpanel works on Pot of Duality many times in the past. The logic (not to make this card any more complicated) is that since Pot of Duality is adding a card from the top of your deck to your hand, and not technically searching the deck, Refpanel can be chained.
Ultimately, a more accurate description than "drawing cards" would be, "adding cards from the top of your deck to your hand." This would include drawing cards like Desires, Trade-In, etc, while also including a card like Pot of Duality.

Yes
No. You CAN chain it yes, but the banishing of a dark monster is not a cost, it's part of the effect, which means YOU need to have a dark monster to banish and if you don't YOU discard your own hand. So generally you would not chain this to Allure of Darkness.
Actually i kinda tested this theory out the opponent draws 2 if there is no dark they have to discard under the effect of Refpanel
Ramlessness, you pay all costs at activation, so the banishing (which doesn't happen at activation) cannot be a cost

Definitely a card to side deck, extremely questionable to main deck. If you know what you're going up against, you'll probably be able to get away with it, but making it side deck is far safer in the context of a match as opposed to a single duel.

If you chain this to A Hero Lives, the player who activated AHL would pay the LP cost (as this happens when AHL is activated, before Mystical Refpanel is chained) and the player who activated Refpanel would summon the HERO monster from their deck.
So if you played it on your own AHL, you would pay half your LP to give your opponent a HERO monster (assuming they had one in deck), which would kinda suck.

What really confuses me with Refpanel is that the OCG and TCG can't even agree on what it means. The TCG says Refpanel works on cards which affect the actions a player can take, e.g. Mesmeric Control, but it has been ruled in OCG that Mesmeric Control is NOT a valid target for Refpanel. Plus, cards like Share the Pain have also been ruled in OCG to not work with Refpanel, but wasn't the whole reason that Share the Pain worked against Apoqliphort Towers because it affected the player, not the monster?
I didn't even want to get into that side of the card...it's already controversial enough as it is! xD xD
Hinotama sparks and cure thing are all tier 1cards in the 1 lp meta
You can also use this card to screw opponents over by transferring a card of YOUR OWN to them.
Example: Say you're against Tellars. You know they aren't really running DARK monsters...so you can activate your own Allure of Darkness and use Refpanel to give the effect to them. They draw 2 and have to banish a DARK or they lose their hand.
Similarly, you can also use the above example to shut down an Exodia player.
Other viable targets can also include "Pot of Duality" which is fantastic because you get the effect of excavating and adding...and they can't Special Summon.

If you have ever played YuGiOh Eternal Duelist Soul or YuGiOh Worldwide Edition, you should know I abuse the crap out of this card with an Exodia deck, also use 3 Mask of Darkness' (against Seeker IF I do not get to my Appropriate's) to use it even more.
Mate Sparks is OP! I still REALLY want to put 1 copy of it into a deck and randomly beat someone with it just for shits and giggles... and also just to see the look on my opponent's face lol :P

You can use one day of peace, droll and lock bird your opponent and then card destruction to send their whole had to their gy.

ok, it is 4 am when I'm writing this, but it sometimes is so tempting to put this in my side deck...(ESPECIALLY if they have desires....) but honestly, the odds of drawing this early enough to capitalize on it....I'm too tired to guess but its probably low enough to not warrant usage...so WHY is it at $25? A potential that will never be realized? A low printing amount?
I just realized....Into the void/Allure of Darkness....people focus on taking the effect, what about giving it? Your opponent WOULD DISCARD THEIR ENTIRE HAND
That is certainly I nasty use for it. The reason it's fairly expensive is because it's a good (sometimes even great, in the rightest of situations) card that was only released in one pack, 6 years ago, in secret rare (within the TCG). The print makes for a fairly uncommon card, knocking up its value. Just hope that Konami actually prints it at a different rarity - doesn't seem too likely to happen unless it's in celebration of something.

Got the card in a legacy pack in master duel. Didn't understand it, came for knowledge, now I know that nobody knows. But can be used as a fun, not as flexible, not as optimal, nor cute alternative for ash

Soooo good but too expensive.
Nurse burn will get busted with this trap because you're damaging your opponent with gift card and other stuff so they can just redirect the effect back at you. Also works against Hope for escape .

my friend plays a traditional formatted deck. 60 cards. you'd be surprised how much damage that does. and it's just a bunch of random stuff. i couldnt imagine a card like to help him keep up quicker. XD

I once chained this card to a Gimmick Puppet player playing allure of darkness who only had 1 dark in hand. Funniest thing ever when I explained to him that I got to draw two cards and he had to pay cost and banish his only monster in hand.
You would actually banish the Dark monster, as it's all part of the effect, not the cost.

I still don't understand how Stormforth doesn't fall under the last clause... but like you said, that clause is just as vague as the card's text.
Yeah, supposedly Stormforth applies to monsters and not players. Which I guess makes sense, but I feel like it falls under #5.
I also don't understand why it, "affects the monster" and not the player. That's how it was originally ruled and the it was changed

Wait. So doesn't that mean if your opponent activates a searcher(summoner's art for example) and you were playing targets for it in your deck, could you search out the target instead?(Dark magician off of the summoner's art)

This is my errata of Refpanel. Let me know what you think about its accuracy.
When a player activates a Spell Card that affects (exactly) 1 player: the effect now affects the opponent of that Spell Card.
I chose to say "affects . . . player" because that is most suitable. Raigeki affects monsters, Magical Stone Excavation affects the Spell Card (in the Graveyard), and Reload affects the cards in your hand (along with drawing cards), just to name a few examples.
Honestly, the errata should be:
Activate only when a Spell Card that applies one of the following effects is activated:
~ Increase 1 player’s Life Points.
~ Inflict Direct Damage to 1 player’s Life Points.
~ Allow 1 player to draw or add a card(s) from the top of their Deck to their hand.
~ Cause 1 player to discard from their hand.
~ Modify the actions 1 player can take. (Figure out a more specific way to word this part)
The effect of that Spell Card is applied to the other player instead.
Cimoooooooo Can you think of a shortened way than that or a way that affects a single player that is not on that list? Also, no single effect to date has 3+ explicit activating conditions (that I can think of). The only ones that have 2 (off the top of my head) are the solemn brigade.

When you look at [Raigeki as destroying monsters, Magical Stone as affecting a Spell Card in the Graveyard, and Reload as affecting cards in your hand], what the card actually does is more apparent. No card, as you said, explicitly targets a player but to me, it takes less time to process if "affect" was used (especially because I would probably have to tell people that, even though it says "target", it does not comply with the PSCT's "target"). I made the errata with the video Nyhmnim posted a couple weeks ago about Refpanel being literally broken in mind.

Honestly, I'm among those who still isn't swerved by Pot of Desires and somehow, I'm hoping that while right now, I'd say 60% of the player-base are sold on it while 40% are not.. Refpanel will be such a great card if like 90% started playing and this will literally make Refpanel a counter Pot. That being said, I still does not understand why cards that searches like Melody of Awakening Dragon and so on, cannot apply for Refpanel but I guess, that's just how it's poorly worded. In its essence, searching a card(s) from your deck should just affect 1 player.

This card can also steal the effect of The Monarchs Stormforth because it changes the actions a player can take. You can stop a tribute summon on their turn or an Ehther the Heavenly Monarch play on your turn and profit.
You cannot chain Refpanel to Stormforth, because it affects the monsters on the field, not the player.
What would happen if I activate left arm offering, then my opponent chains refpannel??
Since it's not drawing cards, or adding a card from the top of your deck to your hand, you cannot chain Refpanel.

I once chained this card to my opponent's monster reborn who was also my best friend so i special summoned his Obelisk to my field instead while i had a Dark paladin on my field with his atk doubled with megamorph
