First time in my life I have heard this. I had not known that Eugene had written an oboe concerto. And a good one as well. I believe his brother was the oboe player?

Harry Andruschak Yes, Eugene wrote it for brother Leon to play, and if memory serves, the score bears a dedication to Leon.

@@katiejones4669 Leon (1897-1988) was the brother of Eugene Goossens the composer and conductor (1893-1962); both were the sons of another Eugene Goossens (1867-1958), also a conductor. The other offspring included horn player Adolphe (1896-1916), and harpists Marie (1894-1991) and SIdonie (1899-2004).
