Add the cooked quinoa, diced onion, diced bell pepper, rolled oats, egg, olive oil, cumin, chili powder, salt, and pepper to the bowl with the mashed black beans. Mix everything together until well combined. Divide the mixture into 4 equal portions and shape each portion into a patty. Heat a large pan over medium heat and add a little bit of oil. Place the patties in the pan and cook for about 4-5 minutes on each side, until they are golden brown and crispy on the outside. While the burgers are cooking, make the mustard sauce. In a small bowl, whisk together the whole grain mustard, honey, olive oil, and minced garlic During the last minute of cooking, top each patty with a slice of cheese.
