I always thought stuff like that was intentional to showcase duality for audiences; meaning, give the English speaker Japanese lines to appeal to Japanese fans and give the Japanese speaker English lines to appeal to English fans. Another example is Yugo from Notyx in their song Stuck In The Abyss; he only got English lines though he is fluent in Japanese.

It's not really that different from people in other countries who speak it fluently it just depends on how much you know 💀
