I don't think the people from Old Mondstadt were hasty or unwise. They were literally trapped without having seen the sky their entire lives, even Amos was against Decarabian. It was not a misunderstanding because he ignored his people's wishes, that's what it means to be a tyrant hence their yearning for freedom. Venti would never insult his old friend's ideals like that
Base on genshin wiki, Decarabian thought he protected them from the cold and treated them right..but the old people believed they we're imprisoned so yeah..most likely a misunderstanding cuz he thought he did good but the people think he's bad
It's more like Decarabian thought that he knew what was best for the people of Old Mondstadt and not listening to what his people actually wanted. After all, there are people who did bad things with good intentions.
