That's the depot horn. It's fitted to the 700s and former SWR 707s. It's designed to alert the depot staff but not deafen them.

ah yes, another se trainspotting video, wow 465913 and 465901 has regen but it wasnt on

All 465s have regenerative braking, it has to be turned on manually in the cab.
