Hi bro, it depends on a lot on the specific location you are fishing. generally if fishing beaches, i prefer high tide. both early morning and late evenings are good. on some days late nights may also work well depend on location. as for lures...honestly if fish are around, the type of lure you use doesn't really matter. if fish are feeding, they will take anything. i generally tend to stick to spoons and soft plastics. but have has luck with stick baits too. good luck!
