    If no rrdy frames are coming back, how does the sender know it can send more than the 3 credits its neighbor has?

    What if txb2b=0 counter frequently increases for 60minutes in ISLs due to some host reading data at high throughput across ISL?

      This may be due to congestion at a edge-port, spreading to the ISL. Page 26 explains the methodology. Page 29 talks about your situation.
