Both she and her husband are struggling with the psychological affects of ambition and guilt over their many murders and crimes. Vi may be referencing her permanence as a way of acknowledging their past actions and their differing levels of guilt. But it isn't blood under Cait's fingernails, it's dirt, which brings us to my most plausible theory. Vi and Cait are a duo, one that's had it's ups and downs over time, sometimes even resulting in real harm being done towards one another. However, they both seem resigned to continue this 'fight' for a new Piltover and Zaun together, despite it's hardships. I believe this line is actually in honour of the first revolutionary duo of Arcane: Vander and Silco. We've seen this season how truly deep and devoted their bond to eachother was, how they were driven apart by grief specifically, and how there was always a chance that they would forgive eachother and work together once more (Ep. 7). They were instructed to do this by Vi's mother, who specifies that they are to carve a new world out of the bedrock if they have to. Blisters and bedrock. It is a scrappy, messy way of creating something. It forgos machinery and tools (hextech). It is something so difficult, it could only be done out of love. Vi is reminding Caitlyn that she is her tool, her struggle, and the earth ready to be molded. She is the result of an intimate and permanently scarring act to make the world better. She sees Caitlyn's truest intentions and all of what it took to get them where they are. And she's still in that fight by her side. I think I miss this show a little, dunno if it shows.

I love how every single one of them can also be read into the final episode: 1. Jinx turned Piltover into a playground during the final battle 2. We do not know the fate of Viktor and Jayce, and possibly never will (also Jinx) 3. There's a whole lotta base violence necessary for change going on 4. While it isn't progress day, innovations befitting of it are still happening left and right, for better and for worse, and it ends with the greatest leap in progress Piltover has had in possibly centuries 5. Everybody wants to be someone else's enemy 6. Ambessa tears through Piltover's walls, yet she also figuratively tears down the wall between Piltover and Zaun as they unite 7. I don't think The Boy Savior needs much explanation 8. Oil and Water is generally applicable all over the place, but in the final episode there are a few notable subversions of the concept. The Oil and Water of Zaun and Piltover come together to fight Ambessa, the fox and the wolf come together in Mel, humanity and the Arcane come together in Viktor and Jayce 9. The Monster You Created can also apply to multiple things, be it Viktor's army, Ambessa's seige being brought on by Mel's pursuit of Hextech, as well as Caitlyn playing into her warmongering, Vander being the way he is because of the path Jinx set him on, or even Mel becoming both Ambessa and LeBlanc's doom 10. Mel inherits the crown of Noxus 11. Jinx burns down the Last Drop 12. Finally Got the Name Right is a bit hard, but it is notable that Vi unflinchingly calls Jinx by her name even after they've reconciled; also Ekko almost calls her powder when he confronts her, before correcting himself 13. Jinx literally paints the town blue during the final fight 14. Blisters and Bedrock refers to the work Vander and Silco did to created the foundation of an independent Zaun, and now the next generation has done the same to build the foundation of a new Piltover in alliance with Zaun 15. There's so many messages hidden in patterns in this series, like the ones I'm describing now 16. Pretend like it's the first time is also a little tricky, but at the very end right before Jinx jumps on Vander and sacrifices herself, we see a shot of her looking down at him and Vi that is an exact replica of one of the first shots in the series where Powder is about to make a daring jump for the first time 17. Killing is a Cycle also doesn't need much explanation, just that the cycle is broken by multiple characters, Ekko helping Jinx not kill herself, Mel stopping LeBlanc from killing Ambessa (at least getting away with it), and Jayce stopping Viktor from "killing" humanity 18. And Dirt Under Your Nails is the last episode so that already fits
Happy progress day is actually said before jinx said it. Before jinx is being introduced a few guys on an airship say it flying by (these guys are actually a cameo of some of fortiches lead animators)

i don’t think it was in the episode “the monster you created” but vi says once to herself that jinx is the monster she created. that was really impactful to me for some reason

Ella killed two roles (Jinx - Arcane and Lucy - Fallout), CaitVi ships won, Ekko is the MVP, They made me reminds Spider-verse because of AU world where Powder and Ekko is a perfect ship (Except Vi died, MIGUEL, SHUT YOUR CANON EVENT!!!), Greatest Plot Twist ever made, and yet 2 times that 2 Arcane songs that appears in LoL Worlds tournament (2021 - Playground by Bea Miller and Enemy by Imagine Dragons, 2024 - Paint the Town Blue by Ashnikko and HEAVY IS THE CROWN by Linkin Park (From Zero + Official Worlds Anthem song))

It's implicited (with some hints) that the powder and the ekko of this universe are an established thing
And our ekko guessed it, so he knows it's not this powder's first kiss, but it probably is his. So he asks her to pretends it's her first kiss too, their first kiss

Not the game name but the arcane word was said a handful of times throughout the series, mostly in season 2.
