For Mizukage it means water
For Kazekage it means wind

Let's just assume Hanzo was the Kage then after Nagato killed him, Nagato became the Kage and when he died, Konan became the last Kage. When she also died, the village basically got abandoned slowly thereafter.

They did.. Lord Pain and Lady Angel but they lock off the Rain Village from everyone else.. If it was for Danzo the Leaf wouldn't have investigated.. Lady Tsuande sent Kakashi.. but Kakashi didn't know he was caught in Pain jutsu so he couldn't believe how The Rain shinobi tracked his every movement.. Lady Tsunade was worried and she didn't want to let Lord Jariya to the Rain Village.. but he still went and alerted The Leaf about The Sixth Paths of Pain before he was killed...

Gaara of the Desert.. Gaara was called that as he has limited Sand.. Gaara Sand often acts on his own and attack anyone who would come even close to him.. Gaara has not one but two World Records in the Leaf Chunin Exams that no one will never ever break.. Gaara Kankaro and Temari were the quickest team to ever finished and Gaara didn't have any dirt or cuts on him when he finished due to his blood thirsty aura..

Well.. people thought Naruto was the incarnation of the First Hokage.. The Third Hokage tried to protect Naruto but sadly Naruto still got abuse, neglected and blamed for what Obito and Nine Tails did when they attack The Leaf Village as the Third Hokage was really close with Naruto parents.. The Fourth Hokage is his father.. The Fifth Hokage the grand daughter to the First Hokage Naruto helped bring to the Village and Naruto calls her granny in respect.. The Sixth Hokage Danzo wanted to protect Naruto at all cost since he has The Nine Tails inside of him from within the shadows of the Foundation as he wanted Naruto to remain in the Village so he can be protected.. Kakashi the recognised 6th Hokage is his sensei..

The 1st, 3rd, and 4th are all Gaara's family.
Which means that the 1st, 3rd, 4th, and 5th Kazekage are all family.

Honestly the hoshikage who is the leader of hidden village of star is quite strong in its own rights, they even have anbu and medic ninja in their village, the reason why they are not one of the main village is most likely due to the second hoshikage actions.
The second hoshikage allow the star training to be practice since it could increase one chakra by a ton, also there are special ninjutsu that could control the chakra at will almost like naruto with his nine tail. The ninja who practice this training could even be on par with a kage level ninja but the problem with this training is that less people could master this training to the peak, most people die from this training, even if you succeed in this training you also do not have long to live since it drained your life force.
With the lack of manpowered and backing from its fellow nations and villages, it is not recognize as one of the main village. The second hoshikage prioritize on quality over quantity so basically he sacrifice building up man power to trained a few kage level ninja who could only lived for a limited amount of years to dominate the other villages.

I always felt like Mei/ Ay didn't need to retire from their kage status - in Boruto they shoulda been given a power up or something as those two lacked as many awesome scenes as Ohnoki/ tsunade. And I chop that up to age as they were both younger.
Also their replacements were naf anyways so might as well have kept them.
