The label, upon signings artists will either buy or loan the chains for the artist to look successful, but will recoup their money. Some rappers buy the chains with their advance money, which will again be recouped. If they didn't sell enough albums, they stay broke as the label will recoup whatever the artist owes before paying them any royalties.
Most of those rappers are broke.
