First of all you shift the plant in such a place where only 2-3 hours morning sunlight remain available. Watering the plants only when upper soil completely dry. Dried stamps removed carefully. Spray in soil 15-20ml hydrogen peroxide 3% mixing in one liter water every 10 days .Use leaf mold/leaf compost. Hope plant should be survived.

Sorry, Friend there is no matter of charges since the tulsi/basil plants are very sensitive and it requires to repot immediately and without repoting it can not be survived during transit hence it is not possible to send tulsi plant.
