It's quite simply whatever is picked out the delay list.
@@faberoony90 it's very rare for an old delay reason to be used, I don't know if this is what northern is doing to fix their problematic CIS.
@@jamiehooper5328 certainly not rare up here. Filtered between "shortage of train crew" and "unavailable" on and off for a while now.
@@faberoony90 I think the South use the latest delay reasons. Anglia I think still use the older delay reasons.
