Investing anything above 35 lakhs here for properties is pure foolish. It is far better to put 1.5 crores or even 2 crores in Pune, Hyderabad or Bangalore.

The states you mentioned is at the bottom, but kolkata being a metro city, getting ranked lowest in index tells a sordid story. If you want to learn how to get deep into statistics and related mathematical models let me know, I can give you some links of excellent books. Few of them tell you how to correctly interpret data.
