I believe that it is even worse than you depicted.. The wording of "Ramako, Sun's Light" means that enemies stay at a consistent 0 res (only when stationary XD) but all decent Dot builds curse and expose way into the negatives. So essentially they destroyed what few niche builds were viable as a chieftain: Phys convert to fire Dot builds (mainly RF+Fire Trap although other ascendancies were already more damage and more defense) Strength Stack Totems And above all destroyed the 100% of taken as fire defense. So now we have what new builds exactly? Slams or strikes that are already in a rough state and has much better synergies with other ascendancies? The best part is that guardian rework is also similarly bad. The "what is my purpose, you are a FF/FF jewel" meme is on point.
One potential positive to Ramako RF is it does mean you can do the curse on hit + Replica Doedre's + curse mastery for insane passive defense without losing so much since res is only going to be 0 anyway, but yeah. Elementalist will be better with any reasonable investment; in fact I can't think of any build that would choose Chieftain at an even kindof high investment level 😬
My Tectonic Slam chieftain is totally gutted, and I'm quite upset about it. (The loss of Valako's node is really, really tragic IMHO.) In addition, I feel like subclass has lost all sense of thematic cohesion. What I would like this class to be about is Warcries, Totems and Elemental Damage... what it seems to be about now is Elemental Resistance and... I don't really know.
Tawhoa does have the added bonus of benefitting Strike skills now, but like you, I am very skeptical of this rework, especially as Chieftain was my go-to starter Ascendancy for the past 8 leagues or so. Unless the patch notes contain some big juice for slam skills in general and how they interact with Tawhoa and Fist of War, it feels like quite a "meh" rework. If the Tawhoa slam gets the Fist of War bonus from the following node, it might be worth playing. If not...
I think no matter what you'll find the 3 second cooldown + no warcry bonus is going to continue to make to a poor node unless it gets a substantial buff in the notes tbh but I hope we're both wrong

Yup, yup, yup. It's hard to name a Chieftain build other than RF that didn't just get annihilated
