The answer lies in questioning why Venus is exalted in Pisces, even though the lord planet of Pisces, Jupiter(Dev-guru, spirituality, wisdom) & Venus(Asur-guru, material pleasure, luxury) are pole opposites in nature. So the native shall aim to achieve comfort and pleasure in their career without venturing into illegal paths. Will stick to the rules, will party hard after an honest day of work.
Astrology or Jyotish is the science of light and a limb or organ of the Vedas. Can't really understand yogas and other complex placements unless you have internalised the Vedas ( just like Hayagreeva who consumed the Vedas while lord Brahma was busy, and fled). I got Saturn in 7th house Aquarius sign in my lagna chart and ketu in 10th house in Taurus sign but then the 10th lord and my ascendant lord end up being in 2nd from Saturn. Exaltation is not a good placement compared to the own house placement or the moolatrikona, because an exalted planet acts as if it is in an office, while a moolatrikona planet acts as if it is in its own house ( chilling and relaxing). I have been a student of astrology for more than a decade now and can firmly conclude that astrology is a very deep subject and only the perfected yogis can grasp the whole of it.
