I thought that too until I watched Christopher Nolan trilogy
One thing I loved about the original Henry Superman film was the military dude who brought out his knife against the Kyrptonian chick. He knew he wasn't going to win but he just stared her down, brought out his knife, and showed no fear as he dashed towards her to fight just before Superman flew in to her. Then he sacrifices himself to take her down. That should of been some of the scenes that kicked in after the "Men are brave" line.
& she even acknowledges his bravery by saying " a good death has its own rewards". Respecting the fact that he didn't cower away after none of the bullets did jack shit to her and actually went ahead & pulled out a fucking knife.

Its crazy how ben is the physical embodiment of BATMAN itself.
The deeper meaning behind 'men are brave'. Superman is considered as a god as nobody can stop him. So there's basically no reason for him to be scared and thus no opportunity for him to showcase his bravery as he can never be scared. So it does not make sense for a god to be 'brave' as he is untouchable. Meanwhile batman is just a regular man and knows what its like to be scared as he experienced that firsthand when his parents were killed. Thus he needs to be brave to combat all the evil in the world. Batman is man that need to be brave while Superman is a god that is not scared.
The fact that Bruce has the courage and balls to fight a literal god from another world just shows us that he is the Top G
