The reason you are able to fight them at LV 1 is cause your murder level is set to the right level to trigger the Undyne the Undying and Sans fights. Sans requiring a Murder Level of 15 while Undyne requiring Murder Level either 8 or 9 i forgot

I heared that cutscene uses the monster kid's stats for the damage and that is...yeah, -900 defense. Oof. Also has 1 attackpoint for some reason, but that doesn't really matter.
Chara hated humanity but they would never wanna kill others. They even gave their own soul to Asriel so that they could free the monsters. You the player are the one who's responsible for corrupting Chara upon doing a full genocide route. You end up getting punished for it as a result.

There was a programmed mechanic for that in game, but it's been removed. So when you fight sans at any level you still get karma.
