The cloneing was an advancement on the multi arm stuff, so fair play tien, you barely avoided a second spot here. Note, most don't complain about frieza, cell, buu, or oozaru, but complain about blue and beast. There's a reasoning. It's either too soon or too late. A form can just be unlocked because off screen training, but it must be a long enough window off screen to warrant it like black frieza and done way before a character becomes irrelevant like gohan, and golden Frieza (the one exception to frieza's record funnily enough) and make sense, ei no gaining ssj4 without a tail or massive rework. That's the only real requirements.
