I have solved the problem:
In the Services tab, the program compatibility service was disabled, I made this service automatic and the installation was completed.
Be careful after formatting, some services may be disabled.

Thank you so much! I somehow managed to delete my documents folder and my desktop Folder after resetting my gaming pc, this helped a lot, now just waiting for Scritp Hook V team to release an update for the new GTA V update so I can get back into the modding
