Definitely cut the flowers off basil if it’s a European variety, like Genovese, Greek, any Italian variety. They get really bitter and woody if you let them flower. Then they go to seed and you can collect the seeds once dry. Asian varieties are still used when flowering, as the flowers don’t affect the flavor of the leaves. An easy way to tell is the picture on the packet. If it’s shown with flowers, you can still pick while flowering. If not, remove or if it’s already bitter let it go to seed and plant again next season. That’s what tends to work for me. Others may have different experiences. I would try a leaf and see if it tastes right as the guide
