Howard wasn't entitled to an apology. The FBI were entitled to know about the Mars Rover incident, which proved he really was irresponsible. Sheldon may not have necessarily cared about that, but he did the right thing by informing her, and Howard deserved what he got.

Intellectually, she is very similar, which makes it believable that Sheldon would date her, instead of someone like Penny for instance. Unlike Sheldon however, she is very aware of the social life she missed as a child and desires it instead of regarding it with contempt as Sheldon does, which is why she is so fascinated with Penny. Finally, in my personal opinion, they're never going to have sex
