The way I understood it was that it was a story about a student and her mentor. Camellya or Lady Flora is a good person hence why she wants to join the Black Shores organization. The issue is that she has this internal struggle with herself to be worthy. She pleads and practically begs Rover to take her under Rover's wing. It's pretty much clear at the end of the story that Rover does train and take her as a student. After Camellya's 1st overclocking event, the only way to save her had the 2ndary effect that wiped her memory. But Camellya still has that strong connection with Rover because that kind of student/mentor connection runs deep, deeper than any surface level memory. Its, as Camellya puts it, instinctual. It was just unfortunate that her quest to be worthy was twisted to that worthiness is now measured by who is the strongest? A major point to take from Camellya's story (a companion story mind you) is that the story pretty much established that destiny plays a huge part in this universe. The Tethys system plays out multiple timelines in its quest to predict the next lament event and in all instances, Camellya always gravitates towards Rover. Its not clear if destiny is because of their emotional states, by connections, or by a higher power puppeting everything. The fact that Camellya could have restored her memories but decides against it shows that Camellya is still tied to old Rover but wants to "heal" from her old self of needing to be worthy/ validated. That she wants to keep Rover's "gift of sanity" by letting those memories go so she can move forward from it and be a new person now just as Rover did and made a similar choice. (Speculation on my part) Right now my guess is that the Tethys system sees all possibilities playing out that interact with one another represented by waves and frequency and is determined by the resonator's emotional state. How destiny traverses through and selects which potential possibility is still a mystery. I think the "waves" that represent Camellya's strong connection with Rover, overpowers the "waves" of potentially not finding Rover. Rover doesnt find Camellya, Camellya's "waves" find Rover or in other words, her "destiny" finds Rover.
