it's a methapore, the song is about a rich old man and a poor young man (who probably sells seaweed), who wishes to court the daughter of the rich man. He claims that he will provide the rich man's daughtrer with various gifts, but the rich man retorts that he can provide all of those things himself. And in the end the poor man and the rich man's daughter run away together.

Hello Martin, The instrument is the Uilleann Pipes. These are the Irish version of the bag pipes. Played here by Seán McCarthy, producer of the show. Uilleann is the Irish word for Elbow. You would hear them quite a lot in movies and shows. Not just in Irish music. Hope this helps!
