Fourth paragraph from the bottom of this text is particularly interesting in the light of current events in the world, as it mentions Angola, Cambodia, Cuba, Iran, Iraq, Libya, Syria, Korea (DPRK) and Vietnam, but the main thing is pattern mastered on Yugoslavia, applied later on those countries. Share this if you find it convenient.
Origins of the breakup-a U.S. law
A year before the breakup of the Socialist Federal Republic of Yugoslavia, on Nov. 5, 1990, the U.S. Congress passed the 1991 Foreign Operations Appropriations Law 101-513. This bill was a signed death warrant. One provision in particular was so lethal that even a CIA report described three weeks later in the Nov. 27, 1990, New York Times predicted it would lead to a bloody civil war.
A section of Law 101-513 suddenly and without previous warning cut off all aid, trade, credits and loans from the U.S. to Yugoslavia within six months. It also ordered separate elections in each of the six republics that make up Yugoslavia, requiring State Department approval of election procedures and results before aid to the separate republics would be resumed. The legislation further required U.S. personnel in all international financial institutions such as the World Bank and the International Monetary Fund to enforce this cut-off policy for all credits and loans.
There was one final provision. Only forces that the U.S. State Department defined as "democratic forces" would receive funding. This meant an influx of funds to small right-wing nationalist parties in a financially strangled region suddenly thrown into crisis by the overall funding cut-off.
The impact was, as expected, devastating.
This law threw the Yugoslav federal government into crisis. It was unable to pay the enormous interest on its foreign debt or even to arrange the purchase of raw materials for industry. Credit collapsed and recriminations broke out on all sides.
At the time there was no civil war. No republic had seceded. The U.S. was not engaged in a public dispute with Yugoslavia. The region was not even in the news. World attention was focused on the international coalition the Bush administration was assembling to destroy Iraq-a war that reshaped the Middle East at a cost of half a million Iraqi lives.
What was behind the sweeping legislation directed at Yugoslavia, especially when U.S. policy makers themselves predicted that the sudden unraveling of the region would lead to civil war?
With the collapse of the Soviet Union, U.S. big business was embarking on an aggressive march to reshape all of Europe. Nonaligned Yugoslavia was no longer needed as a buffer state between NATOand the Warsaw Pact. A strong, united Europe was hardly desirable. Washington policy makers considered both to be relics of the Cold War.
      Control of the purse strings
This one piece of legislation-Law 101-513-demonstrates the U.S. government’s enormous power. It was one part of annual legislation that defines in detail policies to be pursued in every region of the globe. The Foreign Operations Act implements U.S. corporate control through major funding to international financial institutions such as the Inter-American Development Bank, Asian Development Fund, the African Development Fund, and through direct assistance to individual countries.
The deadly restrictions on Yugoslavia took a mere 23 lines. Compare this to the more than nine pages that detail sanctions to be imposed on Iraq. As of January 1995, the U.S.-UN sanctions on Iraq had killed more than half a million children. This projection is from Thomas Ekfal, the United Nations Children’s Fund representative in Baghdad. (New York Newsday, Dec. 19, 1994)
The 1990 foreign appropriations law also prescribed various forms of economic strangulation for several other countries deemed enemies, including Angola, Cambodia, Cuba, Iran, Iraq, Libya, Syria, Korea (DPRK) and Vietnam. On the other hand countries moving hastily toward a capitalist market economy in 1990, such as Poland, were to receive special funding.
In all the expressions of concern and sympathy for refugees and displaced people in countries all over the globe, but especially in the former Yugoslavia, no U.S. official ever mentions the terrible suffering caused by U.S. economic strangulation.
Of course, financial strings were hardly new to Yugoslavia in 1990. Yugoslavia had become utterly dependent on loans from Western banks. The increasingly onerous conditions had dislocated the economy. A year earlier, the price of continued U.S. loans and credits was a brutal austerity program that devalued the currency, froze wages, cut subsidies, closed many state industries deemed unprofitable for capitalist investors and increased unemployment to 20 percent. The result was strikes, walkouts, a sharp increase in political and economic tension, and, above all, an upsurge in national antagonisms on all sides.
Once the U.S. acted so decisively toward Yugoslavia in 1990, the European powers were hardly willing to be bystanders to the enforced break-up of a country in their own backyard. The U.S. Foreign Appropriations Bill sent a clear message to the European powers that Yugoslavia and the whole Balkan region of Europe were again up for grabs. On their own they might never have dared to act. Now they dared not be out of the action.

As for reaching Trump supporters . . . I have reluctantly concluded there is no hope of finding common ground with people who disdain knowledge and put their trust in demagogues. Even their children have given up on them. Just let them age out of relevance while a new generation of savvy and determined Democrats re-invigorates your founding myths and gets America back on track.

I'm one of the pansy ass people. I'm not a sheeple. And I'd like to say I'd step up if needed. Counteract their narrative, work hard for change, make our voices heard, and keep moving forward. Show we won’t stand for deception and misinformation. The danger in waiting for them to die is they are still able pass legislation that stays, they still mind l-wash and indoctrinate the young, and they are invigorated by oppressing others.

Whistleblower note! Professor Reich, please read this. I am an old Berkeley grad from 1970 who still must list anti-war arrest on the "have you ever been arrested" forms. In protests, writing for Daily Cal, meetings, and agitation, I wound up preaching to the left choir. In my opinion this is what you do -- with phenomenal quality. Get your message out to the 100 million people who can change things, not just the left or absolutely ignored by the right. Fall back on great (and not so great) American institutions to get ever more people to pay attention to great videos like "The Real American Story." Tupperware did great at getting millions of women involved via their pyramid scheme of awards, not just money but the "honor" of signing up the most people to the network. Why not you? Create a gift of a free visit to Cal to stay at the Durant Hotel to meet you, Michael Pollan, other intellectuals of our era. How about second place being a signed copy of a good from you? Award these gifts to those who get the most people to watch your vids. Without something like this Tupperware idea, my Trumpet sister would never watch you, especially if I asked her to. But if a network of friends got her to, she might well watch and get your message. Thousands of people like her could be enlightened. You are brilliant and no doubt surround yourself with brilliant young people. Without doubt, one among you can see the feasibility of this seemingly crazy idea. Yours, Randy Smythe.

Mr Robert, The narrative concept is kind of cool but i think i need to tell you that the US is the one behind the majority of fascist states on this planet not the contrary and i think throwing blame and spewing anti Russian garbage as a means of deflecting this pathological American Exceptionalism is well, ignorant and arrogant. I like you a lot and find solace in knowing that there are intellectuals such as yourself sowing the seeds of decency but this little bit is another tale of je ne sais quoi. Really, if you want to accomplish anything in this country, may i suggest that you peer over at the gorilla in the room? I'm talking about the extreme corruption. Corruption is behind systemic racism and poverty and the election sham. It is behind senseless continuous war, It is behind every step of government waste and misappropriation, the courts and health and the environment. What is the worst problem, that a guy like Trump spews some of the most heinous sort of racist BS or is it the corrupt republicans bought and paid for by the Koch Bros that support him.
Let's start with reforming the electoral process, from an election day holiday to stopping gerrymandering to voter suppression and intimidation. Campaign finance reform and citizen's united. Super delegates, WTF? I don't know, there is so much wrong from the gitgo. Inside the gears. For example, Hillary was the cancer that most likely was responsible for getting Trump elected. Are the democrats coming to terms with this yet? I don't know, i might be wrong but Bernie had some pretty good momentum... oops i'm rambling on

    • @mikemcconnell2794
      @mikemcconnell2794 5 років тому +1

@Greg Moonen no. I'm referring to the Mob at the gates are entities that seek to destroy our way of life. Fighting for Global warming seeks to improve our way of life. Big companies and big money want you to believe that we are not causing global warming. They are the mobs at the gate. It isn't a question really of whether or not burning oil is contributing a little or a lot to global warming as it is a question of are we going to go forward with new technologies and new businesses that will help preserve and increase our standing on the global economy. It's kind of like the little people having their say.
There is a video with a man named Dan Pena who is adamant that we are not contributing to global warming. He is a very wealthy Oil Man. In the interview he says that if the OPEC nations are forced to go public with there stock on oil, because of global warming hype, then they would have to let it be known how much they have in oil Reserves. He says if they do that, that the price of oil will drop like a rock. I thought to myself, that would mean the wealthy would lose a lot of money and everybody else would pay $0.10 a gallon for gas. What's wrong with that? What's wrong with that is the rich would lose out and the common person would win.

    No story for America.
Reagan had the best story in a generation, and that’s why people on the right still worship him to this very day.
Extremely informative. This is the story that could shape a generation.

What about intersectionality? What is the effective story to tell about how poor women and children of color in this country have been marginalized and need more, as a group, than the rest of Americans, because of the historic discrimination over the centuries? How do we make sure that the benevolent community does not exclude this group as it has in the past? (the GI bill, farm loans, mortgages, unions for farm workers and domestic workers)

Excellent video and summary describing how American values have regressed. My only criticism is that while you have correctly portrayed Bernie Sanders as the populist movement on the left in opposition to Trump at 16:04, it appears that you exalt Bernie as the 'Triumphant Individual'. I think that is probably accidental. At least I hope it is accidental, because if not, it could be construed as propaganda designed to influence voters to support Bernie Sanders. I don't have any issues with anyone supporting any candidate, but I do have an issue with how propaganda is used.
Americans have been totally immersed in all forms of propaganda for so long. It's really no wonder that so many have difficulty arriving at decisions independently, or defending them coherently. Many consumers of right wing propaganda seek out messaging that resonates with their world views and core values. They eagerly breathe in the most toxic propaganda and are willing to go to great lengths to justify and defend the most cruel, callous and inhumane actions. These are the same people who are most resistant to change, desperately clinging to their idols who they believe 'speak for them'. I can't pinpoint when the 2nd civil war began, but it is a war of words. At stake is the truth and western democracy.
I believe you may need to consider taking some pointers from the right in order to break down some of the barriers that prevent you from reaching the right in any meaningful, lasting way. I came across this article which I thought was interesting and could be helpful, at least as a starting point.

I fell linking this video to propaganda is interesting. What is propaganda it used to be state sponsored but in the age of Fox News and bright Bart this is not the cass. I think there is a bar we could see in transparency where if you flame to be news or balanced and are in fact just generating biased hit pieces aka Alex Jones style then u are self financed propaganda. this however is a video directly meant to publicly coach the left on how to win so presenting Bernie as the up side of populism seems to make perfect sense. Some have and I think reasonably argued that fighting the ground swell that came with him last time around cost the dem’s the election. If you ignore a powerful message you can end up losing again.
Additionally gorge soros is an easy target for good reason he is not the monster the right would make him out to be but you are on thin ice when coming to his defence. My first intellectual love is economics and I have followed gorge from my early 20’s in Awe of his ability’s but he has hurt a grate many people becoming who he is and he has messed with entire state economy’s for profit and political beliefs. Often my politics and his aligned but that was and is irrelevant the problem is he and others like him the Koch brothers for instance highlight a real problem in our society where individuals are not constrained by democracy from using their welts to make there views reality. We can split hares about the tactics (morals) employed by theme or the validity of there ideals but the core problem would remain there influence needs to be limited in order to have a functioning democracy. The left should not emulate the right they need their own ‘jam’ to win and right now I think that’s one of sanity and fact over fiction but how can you have facts if you cant speak troth to power become the sole box you stand on is paid for by that power.

@@ruidykeman7422 I am not aware that George Soros has hurt people or messed with economies for profit. I'll research that, but I disagree with any comparison between George Soros and the Koch brothers who have spent billions of dollars to promote climate change denial and to circumvent the political process to enact their extreme-libertarian agenda. George Soros and Tom Steyer have contributed some of their wealth to political campaigns, but there have been no strings attached. I have spent a significant amount of time researching the Koch brothers and their network of organizations. The Koch brothers are superb propagandists. I'm not sure how many times I can possibly repeat this, but Bernie didn't have anything to do with Dems losing the election in 2016. We ALL lost. Foreign influences, voter suppression, questionable election practices, strategically targeted disinformation campaigns won, and the media contributed. It would not have mattered who ran against Trump, they would have lost and that includes Bernie.
Bernie seems to campaign non-stop. He has been reluctant, even resistant to producing his tax returns. He has diminished the role of Russian interference. And his legislative record is less than stellar.

MC McDonald I whole heartedly agree with supporting just about anyone to take out trump.
My main point was in questioning if this could be considered propaganda.
To the comparison of meddlers the problem is not the individuals or even there ideals it’s the ability for them to Exert influence there will always be some gorge’s in the elites you can find may super rich who will talk about doing good and how they should pay more ext. this is how people work some of us care for our fellow man and some do not. The falling is in restraining the influence of the wealthy.
There where many factors in why the election was lost and if b Bernie had ran who knows what may have come of it but when you are a political party and u give berth to a grass roots movement carful to turn your back on it.

I agree with your characterization of the quadrants of statehood. I just want to point out that you have handily pointed out four elements of statehood as a general concept, rather than per se the US American experiment. To the extent that we foster the triumphant individual and link each in the benevolent community we express solidarity with social benefit, common policies, and economic justice.
A little frustrating, and where I had to talk back to your video, has to do with the supposed "mastery" of Reagan. I know you are a true policy creator, so due respect, but without paying essential attention to the rise of corporate media and the incipient scandalous election financing system we allow to fester (say the epoch began to fester with Nixonian electioneering); saying nothing about media complicity and its tendency to give crackpot ideas equal billing (hello, trickle-down economics) thus raising them from a conservative thinktank thought experiment into official policy.
Even Obama was caught out practicing such policies, to point out how inculcated were austerity and its elements. Like a social-whip to straighten out the workforce and its expectations from life. Discipline labor (firing Air Traffic Controllers, & etc), and let young people know what to expect. Our young people as a general mass know nothing of the American Dream of my own upbringing.
Now to have a vertical home among little compartments and a decent job counts as a 'dream.' People live like students until retirement these days. The sub-workforce scrabbles about looking for what are cleverly called 'gigs.' These are at will work, normally, and short term. Cousin to zero-hour. This is inconsistent with long term planning and collegiality. Try to organize a bunch of contractors. Could happen, but the network is much easier to read than (wo)men's hearts. Security state bundles us along: nothing to see 'hear.'
Whom the police favor counts for much in some sectors of society. When ownership is gray area, police conduct, the conduct of the law, indicates what callowness rests within the state, as use of the crutches of the enemy at the rampart and rot at the top both indicate by their reliance just how fascist is the community.
In this way, I enjoyed very much your video, but you will forgive me if I spoke back to you about these essential uses.

@@eddiegreg7064 I do not engage in debate or even converse with people who so clearly see themselves as the center of all critical thought. They tend to be under the unfortunate assumption that they are unique and feel the need to share with the poor huddled masses all of the singular insight that only they possess. They tend not to discuss but rather prefer to opine from their lofty pulpits and as a result rarely if ever learn or have a true discussion. Just read something you have written, anything, from anothers perspective and I'm fairly comforatable you will find it as off-putting as I do. Just my opinion from my unique perspective acquired through my singular life.

You couldn’t help it, I suppose, because you are a Democrat - But I feel this was slanted toward showing the wonderful things Democrats have done - And they HAVE done some good things. Or at least they tried. The consumer protection from credit card companies the Obama administration enacted...unfortunately banks did a work-around on & that caused even more credit card woes for people...And the cash for clunkers program was good for getting old air polluting vehicles off the roads but then created a burden for people who wanted inexpensive used vehicles for themselves or for the young college students (there weren’t many affordable vehicles for people who really needed them). I think now that the clunker buyout program was worth it for the environment.
Question though -weren’t the Democrats many decades ago more like Republicans & vice versa? I would really appreciate an explanation of that...I’ve heard they were the same in name but the parties’ philosophies changed?
I found this very interesting. We do have a tradition of stories that keep us moving - Either out of perseverance or out of fear.
I’m an Independent that Mr. Trump & crew has turned into a Democratic Party voter through their exceptional talents.

Bravo! As a storyteller I've been screaming my head off asking Democrats this same question. What is the story you co-create with us? Why don't you communicate with us in terms that are relevant? And I agree with you. This has been what has weakened Democracy more and more, and look where that has taken us. The madness that has befallen us now did not start all of the sudden. It was created while we watched TV while the rich got richer and RICHER and RICHER while no one mentioned the elephant in the room. And now BOOM! The very fiber of democracy is threatened. THanks again, Reich, for not only telling the truth, but given us the pieces we need to reweave our democracy. God bless you!

"Naturally the common people don't want war. But after all, it is the leaders of a country who determine the policy, and it's always a simple matter to drag people along, whether it is a democracy or a fascist dictatorship, or a parliament or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. This is easy. All you have to do is tell them they are being attacked and denounce the pacifists for lack of patriotism and to exposing the country to danger. It works the same in every country." - Hermann Goering, Hitler's Reich Marshall, at the Nuremberg Trials after WW II.
