Hi Varsha! Yes it is applicable on entities that are setup as an autonomous agency of Government. But in particular, you have to check the net worth criteria in same manner as for other companies.
In case of mandatory phase 1 which was effective from 1st April 2016 Ind AS is not applicable on the company having net worth lower than 500 crore rupees for FY 2016-17 For upcoming each year one has check the applicability of Ind AS. I hope this solves your doubt. Let me know.

If it is listed company
or
unlisted having net worth more than 250 crore, then it has to mandatorily apply Ind AS
Otherwise apply AS
