My opinions on the claim and puppet system
The claim system is honestly pointless in my opinion, I barely even check for country claims lol.
The puppet system is a good system but I only use it when I want my favorite countries to live in custom mode.

It’s way more useful in multiplayer, where you can forcibly make players be your ally.

Is there absolutely no use for this in single player

The only time I consider claims in singleplayer is at the start of the game: I relinquish “small” AI claims. Think Crimea, Kashmir, Kuril Islands, Donetsk and Luhansk.
Multiplayer is where both the claim system and the puppet system show its true value.
