Dana, Im 5'0 also and always had an hourglass shape, but started gaining weight in my stomach and arms as i got older. I promise that if you cut down on the cardio and ramp up weight lifting and strength training you will see the results you want.
This comment! What she is describing is commonly referred to as skinny fat. She needs a body recomp. Eat more or at maintenance, less cardio, more weight lifting compound movements and protein. Plenty of videos on UA-cam about it. For cardio meeting a step goal daily will be pretty sufficient during the recomp.
