Your Shaolin technique is very good
this heartbreaker set breaks my own heart sometimes. like from tech laser not pulsing enemies on aim like it says or armor and dmg stacks not coming up. even while using the set's backpack which doubles the stack rate it feels lackluster. I could be over estimating the reach of this set and not taking enough time to stack enough before trying to face-tank on challenging/heroic.
No, sometimes the set juss doesn’t work, I have found either putting the laser sight off and back on or removing a heartbreaker piece and putting it back on usually helps… I hope they fix it soon though

Heartbreaker is NOT OP, it works the way we should feel with all the other gear sets.
It's all about having fun, but the only gear sets that can deliver that (at the moment) are Hunter's Fury and Heartbreaker.
It is very overtuned imo, and it's a shame that we're in a place where soloing the difficulties intended for 4/8 man groups is the only way to find a challenge if you're wearing those builds.. but I can't deny it has been fun. Longer term, I'd like to see it balanced a bit better.
