No ,in case of open circuit - magnetic flux density is directly proportional to rated voltage / frequency ,and the current that you will get will be called as excitation current which will we very low.

Not convincing, Basic theory is no matter what the current level is in secondary, the flux in TRANSFORMER core remains constant, this is the woking principle of all transformer. Whether, secondary is open circuited or close circuited.
From the point of view of numbers of turns in the primary and secondary, it's a voltage step up Transformer.But that's only a theoretical aspect, hardly of any practical value. A current Transformer (CT) is designed to step down the current, it will always step down the level of current to a level which can be measured by using an ammeter.
