This poor child could develop resentments toward this sibling and maybe his mother for shutting him out. Mom could go do other mom things and let this older sibling fall in love with the baby, by talking to him and sharing a special moment.
I remember having these kinds of conversations with my son when he was that age. Treasure these moments, they're precious. He's in his forties now and our conversations are just as detailed

I remember doing this with my son. When it was time to wash dishes or vacuum etc I would place him on the floor/baby blanket in front of a large wall mirror and he would have a conversation with himself talking and laughing. Definitely way better than in front of a TV.
This is absolutely precious.. My mother had 8 babies and she would talk to them, sing to them.. dance with them in her arms.. She was a real professional mom.. I'm glad to see that she was not alone..

BEAUTIFUL ! Both my children responded to my husband and myself in this same manner, and we spoke to them in a similar manner. It really works even though the infants may be responding to you tone of voice, your smile and enjoying your company; it’s all communication!
Once this little guy starts talking she will never shut him up. He has such a bubbly personality, it will be there forever. My daughter Megan was just like this and she spoke sentences before she was 14 months old. She read by age 3. And she tied the shoelaces for her entire nursery school class of 18 at 3.5 years old. Now an adult she has been very successful.
When my one son was about 2/3 months old - I was sitting waiting in a room at a hospital - where you went for advice on breastfeeding, & had your baby weighed etc. My son was lying in my arms, his face & eyes were fixated on my face & eyes. For about half an hour I talked to him & he also made noises, trying to talk. I actually lost all sense of where I was, & the other mums & babies. We were totally wrapped up in our own little world. I did not speak baby talk either. It was a precious time I will never forget. He never took his eyes off me, he didn't cry or wriggle he just lay in my arms & kept 'talking' & I responded.

That’s how we talked with our kids: listen to baby vocalize, respond and back and forth. It’s great for their speech development.
But her daughter is trying to talk to her, and the mom is completely ignoring her. I find this really weird.
