An interesting thought, I was just the other day (26th anniversary of the movie) contemplating who would make a good Frollo-like character, and Luna didn't even cross my mind once. I don't know if I fully agree, but I do like how you used thematically appropriate clips, in the line "Hellfire, Dark Fire" the black and red worked really well for example. I've seen at least a dozen videos that just seem to use whatever random clips they can find.
Know this is late, the first song, Bells of Notre Dame, the musical version, was why I made Luna Frollo, sibling dynamic, I could definitely use Celestia and Luna, and Luna for Frollo specifically so Nightmare Moon can represent Frollo's corruption in this song

Luna is a good frollo because she has a sibling like frollo. Most people use twilight sparkle ❇ just because she is a mother figure to spike.
