Taeyong IS the official leader of both NCT 127 and NCT as a whole. A few years ago, people weren't 100% sure because nothing was announced, but now it is now very clear that he is recognized as the leader. The tattoos are real, and they all mean something special to him. He hasn't really explained the new ones, yet, but the one you pointed out looks like Astro Boy and is supposed to represent himself.
