I took care of a lady last year who was over 100, lived alone, still drove a car, got on her hands and knees to scrub her floors once a week, walked several miles a day, never napped, got up and made her hospital bed and washed up before change of shift at 7 a.m. Her mind was sharp as a tack. Biden, unfortunately is not cognitively fit. Trump is. God forbid if one of our younger Congresswomen like AOC ever got elevated to a higher office. Young doesn’t mean intelligent or wise.

I have no idea about the 30 seconds but I do know long pauses are often done for effect and that sometimes losing a train of thought and pausing to be sure you proceed as intended are not infrequent even for the best of speakers. Unlike the current presidential puppet whose pauses are clearly complete loss of place. That's rare when a speaker is using a teleprompter as Biden always does.
