Speed governor is so strong because it stacks with all other engine boosters (all consumable engine boosters stack with all equipment engine boosters, apart from oil which stacks with all equipment engine boosters, but not with speed governor). For example, if you were to use bond turbo and turbo directive, you would have +16.5% engine power (12.5+4). If you now add speed governor and oil you would expect to in theory now have +31.5% (12.5+4+10+5) engine power right? Wrong, since speed governor stacks with everything else, and oil stacks with equipment engine boosters, you will actually have +34.475% engine power ((12.5+4)*1.15)+(5*1.1)+10 = 34.475. If you then combine this with terrain resistance (maintaining speed) bonuses from field mods and additional grousers equipment, you can have as much as 57.525% (34.475+7+(15*1.07)=57.525) increased acceleration on the IS-7 (terrain resistances work 1:1 with engine power, so +10% engine power gives the same acceleration bonus as +10% "maintaining speed"). Also grousers stack with field mods, so if you have grousers and the maintaing speed field mod, you're getting 16.05% bonus from grousers and 7% from field mods. Of course this means that on TDs you can get serious boosts since you get +15% maintaining speed instead of +7%, which is part of the reason why Object 268 v4 was such a strong rammer before all the speed nerfs. Everyone who plays world of tanks long enough should know that small differences can make a big difference in practise, so any small bonsus from stacking values are very important.

If you didn't already fix it that's a free +1! Also, I was wondering if it's really worth using Modified config - what about using Experimental survival instead? It could possibly take the place of bond hardening too, but even if you only replace Config it seems nice. Holding W with IS-7 really looks like you are playing a modern tank game instead of the positional chess game WoT often is, it's great!
the lower weight of the 260 actually reduces your ram damage by more than you would expect, as long as you can still reach 70kph with is7 it's much better. higher alpha damage helps a lot especially in platoons to stack ram damage with shot damage. armour of is7 is also generally more reliable which is important for full yolo plays. finally, a bit more health is always useful for more effective trading.
If HE damages you but doesn't pen you, it has a high chance to crit the internal modules as well, while if you do pen you will crit just as much as regular ap pen would, there's no explosion/splash after pen anymore.
