Thanks!!! I have the attention of some folks at TRB, FHWA, and State DOTs. I actually was told I could not disseminate content so I started on UA-cam. I just can't believe some of my stuff has actually connected with some folks. I'm excited to tell stories and grow in the next year. I'm hoping to "rob the streets" of potential victims.
So it's not federal law that requires "press" to wear high visibility. The Manual of Uniform Traffic Control Devices(mutcd) requires anyone within the ROW/ roadway to wear tl1 or tl2 during daytime operations and tl3 after dusk. The Manual is adopted by states and there for is state law. Funny enough there there is a push to have it applied to anywhere a car can get to from a road. That would then make it govern private drives and parking lots. I'll see if I can find where in the mutcd the rule is stated. Chapter 6d.03 6E.02 and 7D.04

I see damaged gaurd rails in my area all of the time. Upon searching both ODOT and WSDOT I cannot locate where one would report these instances? Any suggestions? Thank you! Edit: I live in Walla Walla Washington. Located in South Eastern Washington just miles from the North Eastern Oregon border. If you're curious, check US highway 12 where you can go north at Wallulla Junction heading towards Pasco Washington. Or you can continue on WA12 from Walla Walla onto OR-730 towards Umatilla Oregon... thats a real mess. Especially given it's primarily used by truckers. Then there is good ol' WA-125 to OR-11 (Walla Walla washington to Pendleton Oregon) where it's an actual disaster around the Athena Oregon/ Weston Oregon exchange (Bannister Road) which has taken WAAAAY too many lives. All of these roads are known for having busted gaurd rails and I didn't know we could report them. I guarantee you'll have a feild day with these roads.
