He is an excellent coach, it just didn't always work out. He made five grand finals, and while he only won one - that's one more than the vast majority of coaches. And finishing second is better than third. That said, I don't think it's true that he hasn't had good sides. After all, that's something people credit him well for: development and building a great list.
Penrith aren't going to keep on winning NRL Premierships. The salary cap catches up with everyone even when they have a talent production line that is streets ahead of everyone else. Lots of players have left for big money elsewhere and that will continue to happen.

Sydney the biggest team in the country? On what metric? The amount of fans that come to their game's? They're not even in the top 5 of the AFL for that and they're in the biggest city in the country. Collingwood would easily be biggest in the AFL.
